The EU's data-centre reporting rules
Under the EU Energy Efficiency Directive (Article 12) and Regulation 2024/1364, data centres with at least 500 kW of IT power must report energy, water, efficiency and waste-heat data to an EU database, first by 15 September 2024 and then each 15 May. Irish reports are confidential, and Article 12 had not been transposed in the 2026 lists we checked.

What the rules require
Recast EED (EU) 2023/1791 Article 12 and Delegated Regulation (EU) 2024/1364 require operators with installed IT power of at least 500 kW to report energy, water, PUE-type indicators and waste heat to an EU database: first by 15 September 2024, then every 15 May. Ireland's DCEE coordinates but reports go straight to the EU database, not SEAI.
In Ireland. Ireland had not transposed Article 12 by statutory instrument as of the 2026 SI lists checked; a 2025 promise of Q2 2025 legislation was missed. LEAP Action 12 (2026) recommits to mandatory LEU efficiency reporting.
| Developers | Reporting burden exists via EU regulation regardless of Irish transposition; Irish enforcement gap. |
| Public | Site-level data goes to the Commission; Irish public visibility limited. CCAC criticised late transposition. |

What the Government says about the data
| 2023-02-02 | "There is currently no register held by a public body that includes the energy and water requirements of data centres." |
| 2026-04-14 | "data centres in Ireland are reporting this information to a confidential EU database on data centres" |
Gaps in our data
- Site-level EED reports for Irish data centres are not public, so we can't show reported PUE, water or waste-heat figures per site.
- The EU data-centre rating scheme (reported as adopted in September 2026) is not yet in our policy dataset: unchecked.
- Whether and when Ireland transposes Article 12 by statutory instrument: last checked against the 2026 SI lists, as of our data build (2026-10-10).
