One record per campus, joined from every public source: what's operating, being built, permitted or proposed, and how much power each draws.
One campus, many records
Count buildings and Microsoft Grange Castle is 12 data centres; count EPA licences and it is 3; count planning files and it is 26. We count it as one campus.
Microsoft Grange Castle in South Dublin is the campus with the most public records joined to it. OpenStreetMap shows 12 separate buildings, the valuation list rates 9 properties, 3 EPA licences cover its generator fleets, and 26 planning files describe its halls, extensions and amendments (9 of them found only by our planning-register model because their descriptions never say "data centre"). Every one of those is a legitimate thing to count, which is why published totals for Ireland range so widely. A campus is the unit that matches how operators build and how the grid connects them.

EirGrid's flexible connection offers require generation that can run for up to ~500 hours a year (EdgeConneX, 317802).

Score = zoning (15, or 30 if data centres are named) + size (up to 20) + nearest 220/400 kV substation (up to 30) + gas (up to 10) + nearby data centres (up to 10) + IDA land (5), minus 15 inside Dublin's four councils (the constrained-grid hypothesis, not a rule). Proximity is not capacity; the score ignores headroom. Checked zones are then adjusted for protected nature areas, monuments, a large single parcel and public owners; land ownership and OPW flood maps are checked only in the Dublin area; outside it, owners and flood risk are unchecked.
